Tefillin scrolls with wrapped pei (Pei Kefulah) - need dating

Recently fell into my hands on the occasion a full set of 5 large (width 45-46mm) and beautifully written ancient Ashkenazi scrolls of the Tefillin in very nice condition, but only yesterday has completely turned them to get a better look and saw the same "double pei".
I was sure that this was such a rare phenomenon that I would never personally come across it. But fate would bring mind blowing surprises when least expected.
Previously I knew about such mysterious writing of the letter Pei only from a book of Yehoshua Twersky "Bechatzar HaTzadik", where he wrote: “...Apart from the hidden, what is revealed in the Ba’al Shem Tov’s Torah scroll, which is clearly visible to all who look at it? The form of some of the letters is slightly different… the ‘pei’ is also different from the familiar, accepted ’pei’. In a standard ‘pei’, the part which descends from the top of the letter is bent, on its left side, and bends inward. This bend differentiates between the ‘pei’ and the ‘kaf’. The bent part of Rabbi Zvi Sofer’s ‘pei’ could even be like a small 'pei'. Such letter ‘pei’ are referred to by scribes as double pei. I saw such a pei in the Tefillin of Rabbi Ephraim Sofer, who preceded Rabbi Zvi Sofer by several years. Incidentally, the parshiyot of Rabbi Ephraim Sofer’s tefillin are very important in the Chassidic world”.

Unfortunately, these scrolls no longer have their own history, because the 20th century erased everything along with people and their memories... The scroll of hand Tefillin is as flattened as the scrolls from the head Tefillin, so we can assume that they were under something heavy for a long time and it is possible that they were found in some cache during the disassembly of the old house.
I hope for some help with the dating by writing style and approximate evaluating.
